About the Role:
As an Instructional Designer, you will join a team dedicated to creating marketing, communications, and training activities that promote cutting-edge advancements in intelligent transportation systems and automated vehicle technologies. These initiatives support the USDOT and their Intelligent Transportation Systems Joint Program Office (ITS JPO), Highly Automated Systems Safety Center of Excellence (HASS COE) and Federal Highway Administration (FHWA).
As an individual contributor, you will partner with professionals in Transportation, Engineering, Software Development, and Artificial Intelligence to produce training programs and products that advance research, shape the industry's future, and encourage adoption of intelligent transportation systems and automated vehicle technologies.

Primary Duties:
- Lead the design and development of instructional training delivery methods (in-person, online, self-service, etc.) and mediums such as audio-visual materials, instructor guides, and curriculum.
- Work with internal leadership, clients, and subject matter experts to conduct learning analysis and recommend solutions.
- Use instructional design methodology to design and develop blended learning solutions.
- Identify and assess training objectives and needs with internal and external stakeholders, evaluate and strategize training delivery options, and develop course materials for both classroom and online training.
- Analyze and evaluate current training and training plans to ensure compliance with federal, departmental, and agency policies and standards.
- Collaborate with ITS JPO, HASS COE, and FHWA leadership to develop and implement training rollout plans. Ensure training is available in the agency’s learning management system and that the target audience completes the training as required.
- Set up courses within the learning management system, including tests, uploaded course material, references, links, and explanatory information.
- Set up and facilitate in-person and virtual training sessions using virtual meeting tools.
- Evaluate existing training courses for content and effectiveness, and work with stakeholders to update course products as needed.
- Design foundational instructor and student curriculum to support relevant agency roles, including all supporting instructional and administrative materials.
- Support instructional design and development needs assessments, including cost and risk analysis, and determine the best instructional methods for targeted audiences.
- Assist with planning, development, and coordination of training programs, including drafting training modules and developing examinations.
- Travel to USDOT locations within the contiguous United States, as needed.
Basic Qualifications:
- Bachelor’s degree with 4+ years of prior relevant experience, or a Master’s degree with 2+ years of prior relevant experience.
- 4+ years of experience in planning, developing, and designing online and in-person courses using Adobe Captivate or other instructional development software.
- Ability to obtain and maintain a Public Trust security clearance (which includes three years of immediate residency in the US).
- Basic knowledge and experience in the transportation industry, engineering, automated vehicles, Cooperative Driving Automation, intelligent transportation systems, or emerging technologies.
- Excellent Microsoft Office Suite skills, including familiarity with Word, PowerPoint, and SharePoint.
- Advanced oral and written communication skills, including technical writing.
- Valid driver’s license and ability to pass DMV background check.
Preferred Qualifications:
- Advanced understanding or experience in the transportation industry, engineering, automated vehicle technologies, Cooperative Driving Automation, intelligent transportation systems, or emerging technologies.
- Proven experience in managing and delivering projects on time and within budget, with a strong comprehension of project management methodologies and tools (e.g., Agile, Scrum, Waterfall).
- Experience as a Section 508 of the Rehabilitation Act subject matter expert, ensuring content is compliant as it relates to accessible documents and electronic media.

Pay Range:Pay Range $61,750.00 - $111,625.00
