The Digital Modernization Sector has an exciting opportunity for a M2 Division Finance & Business Operations (F&BO) Senior Manager within the EMS Operation leading the FAA National Airspace System Integrations Support Contract (NISC IV). This program is mainly CPAF with some T&M and generates over $340M in annual revenue. The Period of Performance is thru 12/2030. The successful candidate will be a key employee on the contract and lead a team of 20 mainly remote analysts. The position reports to the Vice President of Finance for EMS with a dotted line to the FAA NISC Division Manager VP.
The FAA NISC program has more than 1,800 highly skilled employees and subcontractors supporting ~350 active task orders and 875 active subtasks. The work performed for the FAA includes engineering, computer/database development, project management, instructional/training development, air traffic control, aeronautical information, terminal instruments procedures, financial analysis, intelligence analysis, logistics analysis and HR. The work is mainly located in Washington, DC, Silver Spring, MD, Oklahoma City, OK, Des Moines, WA, Anchorage, AL, College Park, GA and Ft Worth Texas.
We’re looking for a dynamic leader who can work with NISC program personnel and leadership, the FAA NISC customers, and Leidos senior leadership. This position will manage a staff of analysts supporting a portfolio as well as support IDIQ-level initiatives, such as financial reporting and enhancements, AOP planning, and program EAC reviews. In addition, this leader will present results and review indirect rate performance with the FAA.
This key position requires much customer interaction so we need a problem solver that can pull together knowledge from a broad range of subjects to produce thorough analyses of complex, challenging issues, and use those analyses to find solutions.
Responsibilities Include:
Financial & Business Performance
- Serve as advisor and strategic partner to the NISC Division Manager and program team with regards to business planning, execution and achieving AOP targets
- Responsible for preparation and driving Division’s AOP, quarterly forecasts, monthly operating reviews and all variance analysis. Lead development of list of risks and opportunities.
- Provide leadership and direction to the Division’s financial operations, including accounting, expense control, financial planning, and operating cash flow.
- Lead collaboration with cross-functional teams including contracts, procurement, revenue accounting, technical accounting, AR, AP, program excellence, business development and capture management
- Lead and prepare team for the quarterly forecast status review (QFSR) and Estimate at Completes (EACs) with both Ops and Group financial management teams
- Identify and implement operational improvements, and ensure processes are in place to continually monitor cost and margin performance drivers
- Lead development of cost estimates and pricing used for on contract growth.
People Leadership

- Mentor and develop finance staff and direct training and development to ensure that all functional resources are in alignment with organizational needs as we grow and develop our financial analysts
- Manage the team to ensure contractual compliance, cost management, budget development, and efficient cash flow
Required Experience, Skills, and Education:
- Master's degree in Finance, Accounting, or Business Administration
- Minimum of 6 years of related professional experience.
- Experience working with federal government customers
- Experience leading and managing high performing teams.
- Comprehensive Program Finance and Financial Planning & Analysis experience; familiar with multiple contract types.
- Detail oriented, independent worker, with a strong attention to detail and accuracy.
- Must have strong Microsoft Excel experience and government contracting experience.
- Must be a US Citizen and have the ability to obtain and maintain Public Trust clearance
- Proposal development and business case analysis experience
- Advise senior management on financial and strategic issues
- Excellent written and verbal communication skills; ability to interact credibly and diplomatically with all levels of management, and establish a solid working relationship with senior management and peers
- Strong analytical, organizational, and presentations skills and the ability to manage multiple priorities across a diverse portfolio of programs
- Able to think strategically, lead a geographically diverse team, and grasp a firm understanding of the business goals & priorities and what it takes to execute
- Ability to interact effectively with peer functional organizations (contracts, procurement, accounting, program excellence, business development, capture excellence)
- Ability to challenge the status quo, drive change, “roll up sleeves”, managing and performing in a fast-paced dynamic work environment
- Problem-solving skills with the ability to create consensus-based support for strategic initiatives and processes
Preferred Qualifications:
- Knowledge of Leidos Financial Systems including CostPoint
- Experience with Oracle Business Intelligence and Hyperion/project insight
Pay Range:Pay Range $108,550.00 - $196,225.00
