Description
Leidos is seeking an experienced IT Service Management (ITSM) Lead responsible for the integration, management, and enforcement of ITSM practices for the NOAA NCSC Contract. The ITSM Lead will be the process owner for Incident Management, Problem Management, Configuration, Change Enablement, IT Asset Management, Service Desk, and Service Catalog Management practices. The ITSM Lead will own the Service Management Plan and be responsible for managing the ITSM process interfaces as well as ensuring consistent implementation and coordination across the System Engineering and Operations (SE&O) Team. The ITSM Lead must have progressive experience in IT engineering disciplines and ITSM practices, as well as team leadership.
Primary Responsibilities
- Maintain and execute the Service Management Plan
- Ensure consistent implementation of ITSM practices across SE&O
- Development and Implementation of Service Desk and Incident Management Process
- Develop and Maintain Configuration Management Plan
- Provide CM of all relevant program artifacts.
- Review and analyze the development and sustainment of the CM practice, program documentation, and data deliveries for accuracy, completeness, and compliance.
- Maintain CM files including configuration identification, change control, and status accounting records.
- Convene and manage the Configuration Control Boards (CCBs), Technical Review Boards (TRBs), and record approved changes and results.
- Participate in cross-functional change control boards to evaluate proposed changes and make recommendations to ensure operations and sustainment capabilities are not adversely affected by the changes.
- Prepare for, conduct, and/or support audits to ensure configuration compliance
- Record and maintain assessment and audit findings, minutes, and action items.
- Report the Development/Sustainment’s data delivery status.
- Work with PMO staff to assign and manage document numbering and version controls for all program documentation
- Maintain centralized document repository and associated document inventory
- Executing a deliberate review of the impact of proposed plan and process change requests.
- Conducting research on process improvement and provide recommendations.
- Communicating clearly and succinctly both written and orally, and present products and ideas in a business-like manner.
Required Qualifications
- Bachelor’s degree and a minimum of twelve (12) years of experience or a Master’s degree and a minimum of (10) years of experience in the respective technical/professional discipline being performed
- Applicants must be a US Citizen
- Experience managing and executing ITSM practices
- Experience implementing Configuration and Change Management processes
- Experience managing change requests and developing impact assessments
- Experience performing or participating in HW and SW configuration audits
- Experience performing the technical/administrative activities necessary to manage CM tools for inventory control, version control, data duplication, and media labeling
- Experience performing baseline administrative activities for multiple environments
- Experience working in dynamic fast paced environments that require team interaction and coordination of efforts.
- ITIL 4 Foundations certification or ability to achieve certification
- An active DoD Secret clearance with the ability to maintain
Preferred Qualifications
- Experience implementing various ITSM practices including incident management, problem management, configuration/data management, change enablement, asset management aservice desk, service catalog/request fullfillment
- An in-depth understanding of the configuration change control process, the role of the Change Control Board, and change control documentation
- Advanced ITIL V3 or ITIL 4 certifications

Pay Range:Pay Range $122,200.00 - $220,900.00
