Description
Leidos is seeking a Vice President/Delivery Program Manager to join our Defense Enclave Services (DES) program and to drive successful technical performance and ensure on-time delivery of all contract deliverables.
Program Summary
The Deputy Secretary of Defense designated Defense Information Systems Agency (DISA) as the single service provider to optimize network capabilities for Fourth Estate Defense Agencies and Field Activities (DAFAs). The Fourth Estate Network Optimization (4ENO) program office, under the Endpoint and Customer Service directorate, is centralizing the Common Use Information Technology (IT) infrastructure to optimize network capabilities. DoDNet is the modernized DoD IT network that is reducing redundant IT costs, enhancing cybersecurity posture, and standardizing support services across the 4th Estate. Leidos is partnering with DISA to deliver on this critical mission. The $11-billion 10-year Defense Enclave Services (DES) contract provides network modernization to 22 DAFAs. As a contract vehicle, DES is available for a wide variety of IT service delivery.
Primary Responsibilities:
- Lead programmatic (cost, schedule, performance) responsibility for the execution of the DES IDIQ contract and Division; manage day-to-day operations for the P&L Division
- Support strategic vision of DES Division and DES growth strategy; drive performance to meet and exceed expectations of Leidos and customer leadership.
- Serve as the Single point of contact (POC) for program-related issues and incidents across all task orders for Leidos personnel; liaise with customer to resolve programmatic issues at the lowest level within the organization; use programmatic issues as lessons learned across the entirety of the business
- Facilitate culture change initiatives to support organizational growth and agility including organizational change management, communications, engagement, and training. Identify and address potential training needs to enhance user proficiency.
- Communicate critical and time sensitive program-related information directly to the DES Program Manager, or other delegated Government program personnel.
- Represents the Contractor at program-related meetings attended by, or at the request of, the DES Program Manager.
- Perform as key point of contact for client relations and engage regularly to determine priorities based on the Customer guidance.
- Lead end-to-end service delivery and oversight for the program across all task orders and mission areas.
- Engage with all DES portfolio managers, task order managers, and team members across a globally dispersed team.
- Create continuously improved service delivery.
- Lead technical performance across DES, ensure teams operate in synch and facilitate effective collaboration and communication across the organization; develop cross-functional engagements plans including Quarterly Business reviews, Monthly Operating Reviews, and employee engagements.
- Maintain awareness of risk posture across program; work with portfolio and task order managers to ensure effective and pro-active mitigation; monetize identified risks, and collaborate with program managers to buy down risk through effective program and change management.
Basic Qualifications
- Bachelor’s Degree in a related field and 15+ years combined experience managing and/or executing the planning, provisioning, and delivery of network services, and/or other technically complex information technologies services to large organizations internationally.
- Must have an active DOD Secret level security clearance.
- Specialized experience: At least five years combined experience managing the planning, provisioning, and delivery of IT services to large organizations such as DISA. This experience shall include regular communications with the supported organization’s senior executives and direct accountability for managed activities.
- Previous experience as a Lead Program Manager or equivalent with broad expertise autonomously guiding complex global-enterprise level projects and operations across multiple related IT disciplines throughout the project lifecycle.
- Leading P&L organizations of at least $40M-$50M in annual revenue; successful record of growing the business or P&L.
- Possesses broad knowledge base with key IT technologies to include but not limited to: network service delivery, network operations, defensive cyber, data center and cloud, and information assurance.
- Ability to communicate with executive leadership regarding matters of significant importance to the organization.
- Experience and ability to successfully negotiate and influence others to understand and accept new concepts, practices, and approaches.
- Experience estimating all technical and operations costs with the IT enterprise.
- Experience identifying and assessing business impacts to proposed changes to a largely technical solution or enterprise operations.
Preferred Qualifications
- Prior experience with DISA and DISA’s support to mission partners.
- Large scale personnel management experience (>200 FTE)
- Large Program Startup experience
- Technical or IT Service Delivery Background
- Preferred location is Washington Metro Area, candidates outside the Washington metro area will need to travel approximately 50% of the time.

Pay Range:Pay Range $190,400.00 - $306,000.00
