As part of the Leidos Health and Civil Sector, the Transportation Solutions (TS) Growth Office and Business Development (BD) team is looking for a capture management professional with broad experience with solutions and programs within the US Federal & State Government market for surface transportation (road, rail, and maritime) and related commercial industries.
The role involves:
Leadership in Strategy and Pipeline Development
Bid Qualification and Competitive Intelligence
Leading Bid & Proposal Activities in accordance with the Leidos Win Plan process
This position offers the opportunity to become an active member of highly visible and strategic team – leading a transformation to grow our pipeline into wider areas of the Department of Transportation with a focus on solutions and systems. In addition to the primary focus of the role, you will benefit from exposure to other customers, markets, and technologies across other Sectors of the Leidos corporation.
Primary Responsibilities:
Serve as the primary resource for transformation of the current business development and capture activities with a focus on bid efficiency,
Develop and execute a strategy for growth from current surface (DOT/highway) programs and capabilities, leveraging experience and solutions cross the wider Leidos portfolio.
Perform market research to support assigned captures by performing an analysis of customer budget and buying patterns, customer needs/capability requirements, customer preferences, competitive landscape, and incumbent strengths and weaknesses.
Lead capture activities, to include strategy workshops, opportunity gate reviews, black hat sessions, collaboration sessions, proposal reviews. Shape opportunities to increase win probability.
Lead captures by following the Leidos capture process, and developing strong customer relationships, industry partnerships and technical/price solutions targeted toward a higher Probability of Win
Coordinate meetings with customers, competitors, clients, and teammates to develop market insight on requirements, acquisition strategy, acquisition timing, and contract vehicle choices.
Develop and execute the customer call plan, with detailed reports to enable plan execution.
Interact routinely with all levels of Leidos leadership as required, infrastructure POCs, technical and program staff.
Brief capture status to senior management at specified milestones in the capture process when material changes occur and as needed.
Conduct after action reviews for all business opportunity capture participants to document lessons learned and identify necessary adjustments to capture technique, strategy, and actions.
Basic Qualifications:
Bachelor’s degree, preferred in related technical field, and 12+ years experience
Demonstrated knowledge and experience within surface transportation market
Proven track record of successful capture management at a variety of acquisition sizes.
Excellent written and verbal communication skills are essential.
Excellent knowledge of pricing strategies, pricing levers and competition strategies are essential.
Leadership skills to develop, organize and execute significant capture activities, including building industry teams, assessing win probability, and executing customer call plans.
Skills to successfully lead a diverse capture team.
Self-starter and ability to manage time independently without direct supervision.
Candidate must be a US Citizen.
Preferred Qualifications:
Major in Business, Marketing, STEM or related discipline
Program execution experience in engineering and/or program management of Federal Highway, Department of Transportation, and/or State Department of Transportation programs and solutions
Experience and/or understanding of transportation business, technology, commercial procurements and contracts
Based in Washington, DC metropolitan area

Pay Range:Pay Range $122,200.00 - $220,900.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
