The Federal Civil Information Technology Business Area at Leidos is hiring for a Chief of Operations to help lead the day-to-day operations for a $3B DOE Enterprise IT job. The CBOSS Chief of Operations will report to the Program Manager. It is critical to program success that the candidate be in the DC, Maryland and Virginia area.
The U.S. Department of Energy’s (DOE) mission spans a diverse range of portfolios across the enterprise ranging from nuclear security, open science research, power administration, to environmental management. This enterprise comprises 97 entities - spread across 27 states - divided among 10 Program Offices, 19 Staff Offices, 4 Power Marketing Administrations, 19 Field Sites, 17 National Laboratories, and 4 Technology Centers - each uniquely structured to perform distinct missions.
The CBOSS BPA will encompass a substantial part of the Information Technology Support Services (ITSS) acquisition for DOE. CBOSS offers support services in five (5) areas:
Shared Services
General IT Support Services
Telecommunications
Cybersecurity
Analysis and Studies
As the Chief of Operations, you oversee delivery execution, achieve customer satisfaction, and lead a team in a complex and interconnected environment. The successful candidate will:
Serve as a point of contact for all program-related matters and will be responsible for managing programmatic risks.
Ensuring seamless integration of work and facilitating effective collaboration among various CBOSS work units and service deliveries.
The CBOSS Chief of Operations will also play a pivotal role in maintaining consistent and proactive communication with the Government throughout the execution of all BPA Orders.
The candidate will develop an open and strong working relationship with DOE OCIO and the CBOSS organization users to achieve successful IT service offerings with a strong business value benefit to include cloud, on-premise and managed service environments.
Assist the Program Manager as needed, focused on identifying and supporting internal and external dependencies.
Responsible for the successful cost, schedule, and performance of the contract.
Work closely with third parties (e.g. other contractors, other stakeholders) to facilitate integrated mission support.
Coordinates with government customers across multiple task areas in a multi-stakeholder environment, understands customer’s technical needs.
Develops and maintains program management documentation, including, Service Asset and Configuration management, Change management, IT Service Continuity management, Capacity management, Availability management, and Service Level management documentation.
Attend design sessions and provide programmatic input considering program priorities and product roadmap.
Support Task leads overseeing the resolution of technical and management issues that adversely impact successful product delivery.
Basic Qualifications:
Must have an active Top Secret security clearance with the ability to obtain and maintain a TS/SCI with Polygraph.
BS in Business, IT or related field or equivalent experience with 10 plus years in technology management, system engineering or related field. Eight plus years of experience with master’s degree.
Management of large, complex teams. Ability to work inclusively with people from many different disciplines with varying degrees of technical experience.
Excellent verbal and written communication skills.
Ability to multi-task, work, and establish positive customer relationships in a dynamic, fast-paced environment.
Demonstrated ability to participate in cross-functional planning, coordination, and task execution.

Must be able to travel, this job will require up to 50-75% travel.

Pay Range:Pay Range $190,400.00 - $306,000.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
