Leidos is seeking a Software Process Engineer to join our newly formed National Security Sector (NSS) software organization.
The individual will be responsible for working with the NSS SW Center Lead and Chief Architect (CA) to implement SW standards and key performance indicators (KPI) to be used across NSS software programs. The candidate will work the SW Center to survey existing standards and practices throughout the Sector and working with Center staff to identify best practices and standards tailored for the software mission. Once established the Software Process Engineer will be responsible for implementing an oversight regime that will ensure compliance to the defined standards or to track approved deviations from those standards. In addition, the individual will monitor required software metrics from programs and will standardize the metrics across the Sector. The metrics will be reported as part of regularly scheduled program reviews.
The successful candidate will be able to operate independently across Business Areas and Divisions to ensure NSS standards are applied and adhered to. The ability to influence teams outside of the direct reporting chain will be critical to the success of this role. The SW Process Engineer will also serve as the POC from the SW Center into the Program Execution organization. Finally, the successful candidate will develop and maintain a centralized sector repository of metrics to be used with future engineering estimates on programs and bids.
Recent experience developing software is not required, however candidates must have experience working directly with teams delivering software and be familiar with both the technical and managerial aspects of modern software development in a national security setting. Demonstrated experience working in a standard Agile software development process at a scale beyond a single team is required.
Primary Responsibilities•Take direction from the Chief Architect and NSS SW Center Lead.•Support the establishment of NSS best practices, lessons learned, and technological approaches for all aspects of software development across the Sector. •Engage with program teams to survey the current state and help them to adopt changes to practices to better align with planned standards•Influence change on programs even in difficult customer environments by demonstrating leadership and using experience to model the desired outcomes and ability to communicate benefits of adoption•Support the define and evolution of the “NSS Way” of software development that is applied to all programs and internal development efforts within the Sector. •Support software related proposals and programs to ensure they are following the defined approaches or have documented and approved tailoring plans.
Basic Qualifications•Bachelor’s degree and 12+ years of experience or a Master’s degree with 10+ years of experience. Years of experience will be considered in lieu of degree requirements. •Ability to gain a security clearance for a position of trust within the US government. •Strong verbal and written communication skills and the ability to interact at multiple levels of the organization from program teams to Sector leadership.•Ability to influence others through communication of benefits and facilitation of change•Deep understanding of Agile Software development methods and process coupled with experience working with at least one standard Agile process at a scale beyond a single Agile team•Knowledge of common software metrics and experience with the capture and analysis of software process data•Experience leading/managing teams of technical personnel engaged in Software Development
Preferred Qualifications•Recent experience within the National Security domain (Intelligence Community, Homeland Security, or Department of Defense) with an understanding of those missions and operating environments.•Experience with Scrum, Kanban, and SAFe•Experience with KPI or metrics identification and collection within a technical domain•Experience working across organizational functions •Location: Washington Metropolitan Area with ability to travel to customer sites across the region

Pay Range:Pay Range $122,200.00 - $220,900.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
