The Digital Modernization Sector of Leidos is seeking an experienced Operations and Sustainment Portfolio Director to join our Defense Enclave Services team at Ft. Meade, MD.
POSITION SUMMARY:The Portfolio Director will lead a geographically dispersed and multidisciplinary team consisting of operations and sustainment, cybersecurity, and asset management and logistics across a large enterprise network and service offering. The Portfolio Director is responsible for all aspects of operations and sustainment task order execution, is the official point of contact for the program, and ensures all personnel associated with the program are effectively supporting customer needs. The director interacts regularly with the government customer to understand where Leidos can bring innovations and efficiencies to support the government mission. The ideal candidate will have hands-on experience supporting complex IT efforts and knowledge/experience with core technical areas of the program.The Defense Enclave Services contract will unify the DOD Fourth Estate Defense Agencies and Field Activities’ common use information technology systems, personnel, functions, and program elements under the direction of DISA’s Fourth Estate Network Optimization program office.
CLEARANCE REQUIREMENT:•Currently possess or eligible to obtain and maintain a DoD Secret security clearance. (US Citizenship required).
PRIMARY RESPONSIBILITIES:•Lead cost, schedule, and performance of a diverse portfolio consisting of operations and sustainment, cybersecurity, and asset management and logistics with increasing responsibility as organizations come online•Develop Key Performance Indicators (KPIs) for all aspects of portfolio using tickets, surveys, and customer feedback to develop a portfolio baseline and use the metrics to develop operational efficiencies across the portfolio and drive growth.•Accountable for the quality and efficiency of the project performance, to include both technical issues and businesses processes. Develop corrective actions for any quality deficiencies and promulgate those improvements with other portfolio directors in adjacent markets.•Provide expert written and oral communications with customer from action officer level through senior executives within the organization; develop monthly program management reviews for all aspects of portfolio summarized in a consumable format at the executive level•Ensure life cycle replacements projects across the current enterprise network run smoothly; responsible for ensuring the lifecycle replacement team develops comprehensive schedules, bill of materials (BOMs), integrates project schedules across the larger enterprise to account for dependencies of other technologies and offerings, and provides status updates on a weekly basis. •Develop dashboards for workload objectives across each of the areas within the portfolio; ultimately using dashboards to status internal and external performance in lieu of briefing charts•Oversee cybersecurity program and personnel with a focus on improving efficiencies within current workflows, using data driven insights to drive operational performance, and improving overall cybersecurity posture for the environment•Integrate asset management and logistics work within and throughout the operational environment and project teams ensuring that end-to-end visibility is provided from configuration management, bill of materials, and asset management work driving life cycle replacement activities•Participate in new business and on contract growth initiatives (OCG) within and outside of the operations and sustainment portfolio; responsible for leading all OCG efforts within portfolio including up front development through execution.•Develop a leadership team and technical talent throughout organization with a focus on building professional development plans, training opportunities, succession planning, and other people leader skills across the portfolio.•Manage all aspects of the profit and loss (P&L) for the portfolio; reporting financial numbers on a monthly basis and working with the Division Manager on long-term demand and forecast planning.•Provide training on new capabilities, processes, and products introduced through digital transformation projects to standardize practices, mitigate risks, and improve user satisfaction.
BASIC QUALIFICATIONS:•Bachelor's degree and 12+ years of prior relevant experience; additional relevant experience will be considered in lieu of degree.•10 years Project Management experience on large scare operations and maintenance contracts with a total contract value of at least $100M.•Experience managing firm fixed price / performance based delivery contracts including utilization of matrixed resources from within and outside the organization.•Demonstrated experience managing a complex project, Task Order, or program of similar size (managing at least 200-300 geographically dispersed personnel, including Program Management, Integrated Sustainment Planning, Integrated Sustainment Engineering, Integrated Cyber Support, Help Desk, Cloud Maintenance and Maintenance Support Documentation.•Demonstrated ability to effectively lead a program in a high tempo, high demand environment.•Excellent verbal and written communication skills.•Ability to lead and manage diverse workforce. Strong track record of organizational leadership and business management, including strong analytical, presentation, and problem-solving skills.•At least 3 or more years' experience managing projects with multiple performance locations both CONUS and OCONUS including support to combat operations.
PREFERRED QUALIFICATIONS:•PMP Certification or equivalent.•Experience coordinating and managing the contractor’s proposed methodologies and approach for a project similar in size, scope, and complexity to DES projects of this contract. This includes, but is not limited to, managing multiple places of performance worldwide and a dispersed workforce, and frequent procurement of materials and equipment.

Pay Range:Pay Range $144,300.00 - $260,850.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
