The Digital Modernization Sector in Leidos currently has an opening for an IT Portfolio Manager at Ft Meade, MD.
PROGRAM SUMMARY:The Defense Enclave Services (DES) contract will unify the DOD Fourth Estate Defense Agencies and Field Activities’ (DAFA) common use information technology systems, personnel, functions, and program elements under the direction of DISA’s Fourth Estate Network Optimization program office. CLEARANCE REQUIREMENT: •Must hold an active Secret security clearance and be able to obtain and maintain a Top-Secret clearance. (US Citizenship required)
PRIMARY RESPONSIBILITIES:•Provide support to the Defense Enclave Services Operation (DES-Ops) management team by managing operational events including, but not limited to, Technology Refresh, New Technology insertion, Life-Cycle Replacement, Contract Deliverable (CDRL) Management, Staffing, Basis of Estimates oversight, and program review. •Manage projects executed by the DES Operation Team in accordance with the DISA HQ Project Management Process Guide and general Project Management Body of Knowledge standards. •As a DES Operations leader you may be asked to participate in the technical publications team with writing, peer reviews, quality reviews, and file management.•Oversee the management and supervision of a minimum of ~5+ IT PM's.
•Provide status updates on projects assigned to you at the “weekly” project review meeting.•Manage the execution of your project’s Authorized Service Interruptions (ASI)/production environment maintenance and report status in accordance with established processes and procedures.•Work with the program and government stakeholders to improve project management processes and procedures. •Work with functional support teams, including, operations team subject matter experts, contracts, subcontracts, and cyber security, to ensure projects are executed, efficiently; and meet cost, performance, and schedule objectives.•Work with technical teams to report project status and assist with other tasks, as required. •Set project goals and plans to meet those goals; maintain project timeframes, conduct risk assessments, budget estimates and status reports.•Manage project resources and coordinate with project team members to synchronize schedules to minimize conflicts with other resource/team member assignments.•Implement IT strategies that deliver projects on schedule and within budget.•Assist with the maintenance of the program’s Integrated Data Environment (SharePoint).•Assist with the development of content for program reviews and contract milestones.•Attend technical meetings, change request, and ASI scheduling meetings, and prepare formal written minutes (as required) for delivery to the government.
BASIC QUALIFICATIONS:•BA degree and 8+ years of prior relevant experience; additional years of experience may be substituted in lieu of a degree.•Experience managing small teams.•Demonstrate diplomacy when working with your team to make project decisions.•Demonstrated success in executing enterprise level technical refresh projects.•Experience in executing projects though all five phases of the project management lifecycle (initiation, planning, execution, monitoring and controlling and closing).•Multi-task, self-assign work, and function in a dynamic, fast-paced environment.•Excellent communication skills (verbal and written)•Proficiency with MS Office Products (Outlook, Word, Excel, Project, SharePoint, and PowerPoint).•Ability to work with technical leads and subject matter experts to comprehend and define resource needs to ensure operational readiness•Experience in performing project audits; monitor/tracking of corrective actions; managing process improvement; performing process checks on internal procedures; and reviewing contract deliverables.
PREFERRED QUALIFICATIONS:•Experience working with Program Management Office leaders for very large DoD contracts.•Proficiency with software development tools.•PMP Certification.

Pay Range:Pay Range $122,200.00 - $220,900.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
