The Leidos/NISC IV program has an opening for a Program Analyst.
This Program Analyst position will support the Infrastructure Services Group, AJW-11. The Infrastructure Services Group provides support and advocacy in the following business areas: budget, personnel services; position management; employee development; logistics; acquisition; and other administrative programs. The Program Analyst will primarily handle budgeting, personnel, performance, logistics, and administrative duties.
Program Analyst Basic Qualifications
• BA degree and 8 – 12 years of prior relevant experience or Masters with 6 – 10 years of prior relevant experience or equivalent years of experience. 20+ years of relevant experience will be considered in lieu of college degree.
• Proficient in Microsoft Office (Outlook, Word, Excel, PowerPoint, and Visio)
• Experience working within KSN(SharePoint) sites
• Excellent verbal and written communication skills
• Great organization skills to prioritize, follow up, deliver, and communicate status of assigned actions
• Strong analytical skills to understand complex procedural problems, identify root causes, and provide solutions
• Independent worker; able to deliver products with minimal or no supervision
• Must obtain and maintain a Public Trust FAA Suitability clearance prior to beginning employment.
Program Analyst Preferred Qualifications
• Experience determining short and long-range recruiting and staffing needs, utilizing effective recruitment methods, strategies and hiring flexibilities for internal and external staffing.
• Experience with developing/publishing vacancy announcements; conducting job analysis and evaluating applicant qualifications.
• Knowledge of researching, interpreting, and adhering to FAA orders, federal regulations, policies, standards, precedent setting decisions, apply applicable collective bargaining articles and procedures, and other negotiated agreements for assigned functional areas.
• In depth know of the Federal Aviation Administration (FAA) policy and organization.
Program Analyst Primary Responsibilities
The responsibilities may include but are not limited to the following:
Budget
• Use governing rules and regulations, that provides management with advice and guidance on the budget formulation and execution stages
• Assist managers in the budget formulation process by gathering, analyzing and entering requirements in automated tools
• Assist managers in the budget execution process by monitoring obligations and expenditures, communicating funding status from various sources of funding to include appropriations type and external funding, identifying surpluses and/or shortfalls and making recommendations on movement of funds and/or request for additional funds
• Identify and/or resolve financial discrepancies
• Provide various budget reports
Position Management
• Implement governing rules and regulations, provide management with advice and guidance on establishing and filling positions and submit requests to execute actions
• Use various automated tools to monitor and track workforce and staffing levels, position management and/or personnel actions, and gains and losses; ensures actions are processed by the servicing organizations
• Assist with support of actions, draft documents (e.g., pay decision tools/increase requests, job analysis tools, position requests, etc.) using input from various sources (e.g., resumes/applications, interview notes, managers’ input, etc.); submit said documentation for processing
• Track developmental employees until they reach their full-performance level and advise management of possible promotion timeframes for said employees
• Identify employees on temporary assignments tracking not-to-exceed dates and coordinate with management on appropriate next steps in order to submit request in a timely manner
• Reconcile staffing discrepancies through the analysis of data from various sources
• Draft responses to employee requested reassignments (ERR) and track said ERRs and purge records as appropriate
• Assist managers with the on-boarding and off-boarding employee processes
• Communicate policy/information to managers
• Provide various staffing reports to assist in managing allocations and personnel actions
Personnel Support
• Track, request, and/or coordinate acknowledgement and distribution of length of service certificates and pins
• Within respective area(s) of responsibility, answer questions from employees; redirecting the employee to the appropriate source when outside of area of responsibility •Contractor must assist employees with the on-boarding and off-boarding processes
Performance Management
• Assist managers in the development of performance standards that are specific, measurable, attainable, relevant and time-bound
• Reconcile discrepancies through the analysis of data from various sources
• Communicate policy/information to the workforce
• Provide various performance management reports
Awards Management
• Use governing rules and policies, to provide management with advice and guidance on the use of various award tools to recognize employees
• Assist managers in drafting justifications and submits them for management approval
• Track awards to ensure the directorate and/or group do not exceed allocation and final processing
• Assists in the national awards processes by providing guidance relative to the specific award program, initiating the call for nominations, receiving and reviewing nominations, and submitting approved nominations for further consideration
Time and Attendance
• Use governing rules and regulations, to provide managers and/or employees with advice and guidance on pay, leave and coding of time and attendance (T&A) records
• Review T&As for accuracy communicating and coordinating corrections/changes with the respective party(ies)
• Required to review and reconciles labor distribution report (LDR) entries coordinating corrections/changes with the respective party(ies); Initiates requests for new LDR codes
• Communicate T&A and/or LDR policy/information with the workforce
• Ensure each pay period is successfully closed-out by having all the directorate’s T&As approved and LDR discrepancies cleared; if a T&A is not going to be approved by the close-out, knows the reason for it and follows-up with the respective party(ies)
• Generate various reports T&A and LDR reports
Logistics
• Serve as a Property Delegate and manages the Directorate’s personal property asset inventory ensuring inventories are conducted in accordance with governing policies; coordinates with Custodians and other Property Delegates to accomplish their inventories; creates and maintains accurate property records; prepares reports of survey; identifies and initiates appropriate disposal of personal property
• Serve as the Directorate’s space coordinator providing advice and guidance based on governing rules and regulations; Washington DC Headquarters – Serves as the primary point of contact for all space moves; gathers information and coordinates employee movement
Travel
• Serves as the Directorate’s point of contact providing guidance and instructions on travel based on governing regulations/ policies
• Ensures the office’s travel practices meet established criteria
• Reviews travel authorizations and vouchers to ensure compliance with applicable governing regulations; coordinates discrepancies with the traveler and/or manager as appropriate
• Prepares and submits requests to create, modify and/or delete route paths
• Prepares and submits request to add and/or delete employees from route paths
• Prepares travel authorizations and/or vouchers
• Generate various travel and/or route path reports
• Communicate policy/information to the workforce
Administrative Duties
• Coordinate meetings using the automated calendar and its features
• Reserves conference rooms and coordinates required necessary tools (e.g., computers/laptops, internet connectivity, projectors, video cameras, conference telephone system, etc.)
• Prepares and routes for approval requests for acquisition of services, products and/or supplies; ensures requests are in accordance with governing policies and justifications are provided as appropriate
• Submit requests to add and/delete employees from email distribution lists
• Supports various leave programs and tracks all request for varied leave programs
**The ideal candidate for this position will be highly effective at accomplishing the above tasks while also implementing creative solutions to unexpected situations that may arise. This candidate must be highly proficient at managing multiple tasks at once and communicating progress to achieve expected deadlines. Additionally, this candidate will have a keen sense for process improvements and act as a self-starter to implement these changes. Maintaining active communication with team members to efficiently accomplish tasks and receiving real-time feedback to implement effectively are vital to this role; therefore, strong verbal and written communication skills are critical. A successful program analyst will actively build professional relationships with internal and external customers.

Pay Range:Pay Range $78,000.00 - $141,000.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
