Description
Leidos is seeking a Risk Manager to support the Service Management, Integration, and Transport (SMIT) contract. SMIT is the largest IT services program for the Navy, delivering the core backbone of the Navy-Marine Corps Intranet, including cybersecurity services, network operations, service desk, and data transport. Ultimately, Leidos will support the Navy in unifying its shore-based networks and data management to improve capability and service.
The Risk Manager will directly support the Navy and Marine Corps Intranet (NMCI) Division, serving as a core member of the Program Operations Directorate. The ideal candidate will support customer meetings and deliverables, assume oversight of all risk management activities, facilitate discussions with key team members to drive progress, support risk data management and reporting, and serve as the risk liaison between Leidos and the customer. The Risk Manager will work closely with key program stakeholder groups, including Projects, Operations, and Finance, throughout the Risk Management Lifecycle to promote effective risk identification and mitigation, risk governance, and financial management. In this position, the Risk Manager will need to exhibit strong leadership skills, and the ability to work with program and functional teams to drive tasks to closure.
Primary Responsibilities:
- Lead core enterprise risk management rhythms, inclusive of agenda and briefing development for both internal and customer audiences as well as action item tracking and follow-up.
- Promote continuous improvement of the SMIT risk, issues, and opportunities tool, to include designing requirements for workflow automations and prioritizing end user feedback ahead of regular update cycles.
- Ensure that the senior Profit & Loss (P&L) owners on the program (e.g. Portfolio Program Managers, Service Area Leads) have the data and reporting they need to actively manage risk and ensure compliance with SMIT risk management processes as well as Leidos’ Program Execution Policy requirements.
- Establish and host a quarterly risk management training for staff as well as P&L owners.
- Serve as a risk subject matter expert (SME), offering tailored guidance, helping teams translate technical concepts into risk and mitigation statements, and connecting program staff and managers to risk resources.
- Work closely with Finance to ensure risk and opportunity trackers are aligned with financial tools.
- Perform regular reviews of the risk management infrastructure (tooling, datasets, process artifacts) to ensuring audit readiness.
- Proactively seek opportunities for process improvement and prepare proposed solutions for leadership review.
- Maintain the program’s Risk, Issue, and Opportunities Plan, updating on at least an annual basis.
- Provide oversight of program risk deliverables, working with the program CDRL lead to ensure a successful delivery.

Basic Qualifications:
- US Citizen
- Able to obtain DoD Secret Clearance
- Results-driven with an entrepreneurial spirit, willing to own process and technology improvements from inception to implementation
- Able to multi-task, self-assign work, and function in a dynamic, fast-paced environment
- Excellent meeting facilitator, comfortable working with many different audiences (customer, senior leadership, technical)
- Analytically curious, willing to ask why
- Detail-oriented, highly organized
- BA degree and 4-8 years of prior relevant experience or Masters with 2-6 years of prior relevant experience. Candidates without a BA but with six additional years of work experience may also be considered.
Preferred Qualifications:
- Hands-on Program/Project Management experiences, ideally with direct knowledge of how to cost risks
- Exposure to the Leidos corporate financial requirements such as Estimate-at-Completion (EAC) development, Quarterly Financial Status Reviews (QFSRs), and financial forecasting
- Basic knowledge of different revenue recognition models (e.g. Cost-to-Cost, Right-to-Bill, etc.).
- Experience with tools such as Power Automate, PowerApps, and Power BI
- Working knowledge of Leidos’ Program Execution Policy, and associated risk management tools

Pay Range:Pay Range $68,900.00 - $124,550.00
