Leidos is designing, developing, deploying, and operating a DoD-wide Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED) workflow management platform for Open Source Intelligence (OSINT). As a cleared TS/SCI OSINT specialist on our team, you will play a critical role in ensuring the platform is built to maximize mission outcomes, is user-friendly, and adheres to IC standards, policies, and practices.
We integrate off the shelf and new development efforts to sustain and enhance existing architecture and by leveraging cloud-based computing, artificial intelligence (Al), machine learning (ML) and cross-domain transfer systems to provide cutting edge requirements management, task coordination, data exploitation, enrichment, triage, and analytics capabilities to Defense and Intelligence Community members. Our program advances the state of the art in mission-focused big data analytics tools and micro-service development spanning the breadth of Agile sprints to multiyear research and development cycles. While the work is primarily conducted on-site at our client location in Bethesda, MD, we offer a flexible schedule and, occasionally, some tasks may be performed remotely. Percentage of remote work will vary based on client requirements/deliverables.
As the team’s OSINT Subject Matter Expert, you will work closely with Systems Engineers, Software Engineers, Architects, and Program Management as well as Government counterparts to perform requirements analysis, and work with the Workflow Management Integration Lead on process workflow analysis and design and integration of statutory and policy-based standards. You will lead and coordinate engagements with stakeholders (system owners, users, government leadership), prepare and deliver system capability briefs, and participate in requirements definition and user story development.
You will work closely with program leadership, system architects, systems, software, and test engineers on the following key tasks:
Define OSINT business flows, sequencing, and process flowcharts for technical platforms, system specifications, input/output and working parameters for software compatibility.
Gather user stories from stakeholders and practitioners within the OSINT community to drive feature development.
Be the team’s subject matter expert on OSINT standards, practices, norms, policies, and laws; ensuring these are incorporated into system design and delivery by architects, engineers, and developers.
Prepare, maintain, and deliver system capability briefs
Organize and lead system demonstrations to stakeholders.
Perform process analysis tasks within time-boxed (e.g., agile) sprints and releases. Support sprint and release planning activities as well as the creation of and/or input to work tickets (e.g., JIRA) as well as program/system documentation using collaboration software (e.g., Confluence)
Obtain solid understanding of software features in order to communicate program progress for current and upcoming releases.
Participate in Agile ceremony meetings with the software development teams and document minutes/actions/status.
Identify processes that are suitable for automation or augmentation and articulate them to the development team.
Develop business process diagrams, as-is and to-be states.
Assist with identifying and supporting external dependencies where needed.
You bring enthusiasm, initiative ideas and meet the following qualifications:
Bachelors degree or equivalent experience with 8+ years in intelligence community operations, system engineering or related field; Masters plus 6 years is suitable.
Must possess TS/SCI clearance with the ability to obtain and maintain TS/SCI with Polygraph.
At least 3 years’ direct experience working within the OSINT field as a collector, requirements manager, or collection operations manager.
Experience in writing OSINT Information Reports, technical reports, and whitepapers
Experience building and delivering capability briefs to IC standards
Expert knowledge of industry practices, advanced techniques, and solutions
Ability to track and produce key metrics
Ability to work well with people from many different disciplines with varying degrees of technical experience
Excellent verbal and written communication skills
Ability to multi-task and work in a dynamic, fast-paced environment
Demonstrated ability to participate in cross-functional planning, coordination, and task execution

Experience with creating design packages and workflows
Experience/knowledge of key Agile processes and techniques.
Experience with Gitlab, JIRA, Confluence, and gliphy or similar diagraming tools.
Software development/coding experience with programming languages such as Python, Java, and React
Experience with big data applications
Technical degree and/or certifications
Scaled Agile Framework certification (SAFe Agilist or other)
Familiarity with continuous integration/continuous development tools (Jenkins, Bamboo, or equivalent)

Pay Range:Pay Range $87,100.00 - $157,450.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
