The National Security Sector at Leidos currently has an opening for a cleared Geospatial Discovery & Collection Specialist to work at a customer location in St. Louis, MO. This is an exciting opportunity to apply tradecraft to employ safe searching principles in order to identify and collect geospatial open-source data. Staff must also quantify the veracity of open sources and provide context and insight about cultural topics and entities that they collect against. The Open-Source Collector must possess strong people skills and be forward leaning as they will be directly imbedded with the customer.
Primary Responsibilities. The candidate shall perform the following duties:a. Collect, research, evaluate, and compile publicly available information (PAI) in accordance with established customer policies and procedures, including current storage policies, OPSEC protocols, and Intelligence Oversight (IO) Governance.b. Test and develop automated tools and service.c. Produce and disseminate Open-Source reports and alerts in accordance with established SOPs.d. Populate activities in assigned performance management system (Currently JIRA).e. Support timely responses to intelligence priorities, requests for information (RFIs) and other customer and mission needs. Tasks include:i. Regional/Target monitoringii. Language supportiii. Geolocatingiv. Data discovery and transferv. Address codingf. Contribute to the preparation of data release, analytical, observational, and technical reports, and publications.g. Assess open-source media veracity utilizing splice detectors, hex editors, GAN detectors, etc.h. Maintain proper file management in accordance with division standards.i. Request and maintain access to security domain systems (SBU/NIPR, SecNet, COE).j. Request, maintain access to, and utilize IC Open-Source databases/portals (Tier 0).k. Suggest and implement process improvements.l. Contribute to Open-Source Tradecraft knowledge management.m. Support presentations of activities, discoveries, conclusions, and/or tradecraft to leadership, partners, and customers.n. Maintain active presence in Open-Source chatrooms and collaboration spaces to engage with team members, customers, and partners.o. Assess open-source media veracity utilizing customer provided tools.p. Test the accuracy and functionality of open-source media veracity tools.q. Develop and implement persona maintenance plans in accordance with the service constraints paragraph on sensitive operations.r. Support Senior management with outreach and marketing efforts.s. Responsible for working with appropriate leadership and lead to provide input on the overall management strategy and approach to Open-Source collection practices. t. Comply with Intel Oversight requirements including the handling of US Person Information/Personal Identifiable Information.u. Provide proactive identification of customer requirements.
Required Qualifications.
a. 3-5 years of work experience conducting Open-Source Collection/Analysis or Geolocating images (Handheld photography, videos, etc.).b. Course work or 2 years of work experience with web browsing tools and advance searching techniques.c. 3 year of experience building/using Power Point slides, Excel spreadsheets, Email, and One Note Notebooks.d. 1-3 year of demonstrated work experience directly engaging with partners/customers.e. Experience conducting safe searches (OPSEC).f. Foreign language proficiency (Reading, Writing, & Listening) in any one of the following listed languages. (Farsi, Russian, Chinese, Spanish, Korean, Arabic, or French).g. Advance course work in coding, or 1 year of work experience building web scrappers/crawlers/media veracity tools.
h. TS/SCI clearance required with ability obtain and maintain polygraph
Preferred Qualifications. a. Knowledge of geospatial technologies (ArcGIS, GoogleEarth, ISpy).b. Knowledge of DoD/IC databases and services.c. Knowledge of Common Open-Source databases and Services.d. Familiarity with Social Media.e. Familiarity with JIRA.f. Knowledge of DoD and IC missions.

Pay Range:Pay Range $68,900.00 - $124,550.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
