Leidos is seeking a Systems Engineering Lead to join our team! The dynamic leader will be a key part of the Leidos team supporting Connected Automated Vehicle (CAV) research across the US through our work at the U.S. Department of Transportation's (USDOT) Saxton Transportation Operations Laboratory (STOL), located at the Turner Fairbank Highway Research Center in McLean, VA. Our team helps to develop emerging technologies to improve transportation safety, mobility, and environmental impacts. The STOL provides a variety of services to support the advancement and deployment of vehicle-to-infrastructure technologies.
This is an opportunity for someone who is seeking a senior leadership role in a fast-paced environment working directly with USDOT, state and local DOTs as well as technology vendors in the CAV industry. The successful candidate will be a solid system engineering and testing team manager with experience leading a multi-faceted and varied team to support multiple research and development projects such as Vehicle to Everything (V2X) and Cooperative Driving Automation (CDA) in a matrix organization. Engineering life cycle activities will include detailed test design, planning, and execution, program data management, software DevOps, team leadership and project management.
The Systems Engineering Lead will oversee the work of 8-12 people amongst multiple, collaborative teams including team leads and managers to develop ConOps, requirements, use cases, and other system level specifications, and organize system level testing to verify compliance to these specifications. Systems of interest relate to the following: • Vehicle-to-infrastructure and vehicle-to-vehicle emerging technologies.• Automated vehicles.• Traffic operations.• Intelligent transportation systems.
Primary Job Functions Include:
Systems Engineering Leadership• Manage Systems Engineering resources, responsible for concepts of operations and system requirements.• Manage DevOps team that leads system builds, version control, and configuration management resources.• Own and provide expertise on the systems engineering process.• Scrum process and technical process improvements management.• Manages team that owns detailed designs, integration and testing, and system verification and validation.• Quality Assurance and Quality Control Lead.
Test and Data Leadership• Manage test engineering team and testing program including strategies to improve R&D testing process.• Manage data scientist and engineering team and program strategy/roadmap for data storage and accessibility.• Lead the collection and visualization of program data to assist program management with decision making, policy formulation, or other managerial functions.• Oversee the design and build of data solutions for program and project managers, including resource and financial planning input and dashboards.• Maintain SharePoint organization for internal and external program and project use.
Required Education & Experience• Requires BS degree and 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience.• Experience with project management professional methodology, including analysis of estimates to complete, resource planning, and methodologies such as Earned Value Management – Lite.• Project management experience including integrated master schedule management.• Experience working on Agile projects and working with Agile toolsets, such as JIRA and Confluence.• Strong knowledge of systems engineering methodologies and data and DevOps practices.• Knowledge or experience with version control architecture and configuration management• Bachelor’s degree in systems engineering, computer science, engineering, or other science discipline with 8+ years of prior relevant experience.• Detail-oriented, highly organized, and strong ability to multi-task.• Experience managing resources and people.• Experience in staff planning, including adjusting to shifting R&D priorities and solving complex problems quickly.• Experience mentoring and coaching staff to maintain high levels of performance and positive morale.• Ability to collaborate with internal functional & project managers and customers in forming strategies to improve performance and successfully operate the program.• Enjoys creating and executing solutions to complex scenarios.• Professional writing and oral presentation skills.• Ability to obtain and maintain a Public Trust security clearance (which includes three years of immediate residency in the US). Additional Desired Experience• Strong interest in process improvements.• Experience and leadership in testing methodologies and best practices in R&D testing.• Experience with software such as Power Query, Power BI, Power Apps, SharePoint, OneDrive, and Excel in Office 365 and Microsoft online.• Highly proactive, self-motivated, and has sharp self-time management.• Ability to flourish within a dynamic, team environment as well as work independently.• Flexible and comfortable with changing direction and competing priorities.• Previous proposal creation experience is desired.• Familiarity with intelligent transportation systems, cooperative driving automation, and surface transportation domain• Knowledge or experience testing ITS, V2X, and/or control systems.
Anticipated Salary Range for this role: $125,000 - $150,000

Pay Range:Pay Range $101,400.00 - $183,300.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
