The Mission The Leidos National Security Sector uses a wide range of capabilities to support our customers’ mission to defend against evolving threats around the world. We are seeking a Sr. Instructional Systems Designer to support an Intelligence Community (IC) program in Bethesda, MD. The SR ISD will design innovative learning products that are instructionally sound and accurate and that engagingly convey content. The ISD will be expected to coordinate the development and delivery of all client training courses. You will use engaging visualization and design techniques to enhance learning and development curriculum in support of a prime contract for the IC environment. We're looking for an ISD with a strong eye for graphics to work in a dynamic environment where you'll have a constant flow of projects.
You will apply instructional design and adult learning principles and strategies to analyze, design, develop, implement, and evaluate instructional courses, assessments, job aids, and other learning deliverables for Project Spectrum’s clients. The ISD creates deliverables for all phases of the course creation lifecycle including analysis documents, design documents (e.g., course outline, storyboards, prototypes), and final learning deliverables (e.g., Adobe Captivate, Storyline courses, instructor-led course materials, job aids) that align to the overall business goals. The ISD also collaborates effectively with peers, leaders, and business partners to translate business requirements into learning requirements and project scope, build learning solutions that align to desired outcomes, and ensure learning deliverables meet and exceed Project Spectrum's quality standards.
Major Tasks, Responsibilities & Key Accountabilities:
Applies ISD knowledge and experience to develop both in-classroom and WBT instructional materials and methods including, but not limited to, training plans, storyboards, narrative scripts, graphics, tests and evaluation methods, and scenarios.
Assists with identifying and creating instructional material to address field-driven performance shortfalls and client training needs.
Supports course documentation including, but not limited to the course design document, instructor/facilitator and student guides, course syllabus, practical exercises, assessments, and related materials.
Partner with subject matter experts (SMEs) to ensure learning objectives are appropriate for the audience, proposed content, and align with the needs of Project Spectrum’s clients and Project Spectrum’s business objectives.
Interpret subject matter content and develop original designs and visual styles and effects using adult learning principles.
Utilize extensive knowledge of graphics software to design and produce interactive multimedia presentations to enhance course material;
As a member of the Course Development Team, advise on all imaging, video, and graphic matters;
Perform research of subject matter to convert text themes or ideas into illustration or graphic design;
Partner with SMEs to develop course outlines, design documents, storyboards, and other learning design deliverables.
Develop fully functional eLearning courses, instructor-led courses, blended learning courses, and assist in the creation of learning labs and exercises.
Ensure courses are Section 508 compliant.
Using a variety of media, clearly convey information and ideas to the learning audience in a manner that engages them and helps them understand and retain the content.
Strong interpersonal and teaming skills.

Basic Qualifications
Bachelor's degree and 18+ years of experience, a Master's degree and 10+ years of experience, or no degree with 24+ years of experience
Requires a TS/SCI with Polygraph level clearance.
Preferred Qualifications:
8 or more years progressive work experience in instructional design to include training industry experience (instructor-led, online, and in blended environments), preferably in the DoD or IC community.
Provide advice and guidance to senior management on technical advantages and disadvantages of multimedia formats and styles; and the most effective industry methods and practices for designing nontraditional course material for international audiences that is presented using multimedia platforms and learning management systems.
Maintain up-to-date knowledge of new technologies in the graphic art field and makes recommendations for improvements;
Maintain and manage document control of all current and revised course material;
Must possess a Bachelor's degree, or equivalent combination of formal education, experience (at least eight years preferably in a training environment, within any local, county, municipal, state, military or federal), and professional training and/or certifications.
Knowledge of a variety of methods, techniques and materials used in the design, production, and reproduction of visual products;
Experience in the use of Microsoft PowerPoint, Adobe Illustrator CS, Captivate, Storyline, Photoshop CS, InDesign, Premiere, Audition, Macromedia Flash, Visual Basic, 3D Studio Max, Learning Management Systems such as Blackboard or Moodle, preferred;
Technical Editor experience

Pay Range:Pay Range $98,150.00 - $177,425.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
